Stanley E. Reed |
PINE BLUFF, Ark. - Arkansas Farm Bureau President Stanley E. Reed and former state representative Joyce Elliott will address participants at the 52nd annual Rural Life Conference Friday, Feb. 8, at the University of Arkansas at Pine Bluff. Reed will deliver the S.A. Haley Lecture at 9 a.m., and Elliott will be the luncheon speaker.
Reed is a third-generation cotton farmer from Marianna who is serving his fifth term as Arkansas Farm Bureau president. He has served on Farm Bureau’s board of directors for more than 20 years, including four years as vice president and secretary-treasurer for six. He also serves as a member of the American Farm Bureau Federation’s board of directors.
Appointed to the University of Arkansas Board of Trustees in 1998, Reed is now chairman. He also serves on the boards for Baptist Health and Simmons First National Bank and is vice president of the Southern Farm Bureau Casualty Company. He held numerous positions with Farm Bureau Mutual Insurance Company of Arkansas and the Southern Farm Bureau Casualty and Life Insurance companies.
Reed earned a bachelor’s degree in agricultural engineering and a law degree from the University of Arkansas, Fayetteville. Both were awarded with highest honors. He is also a member of the Arkansas Academy for Agricultural Engineers and has been honored as a Distinguished Alumni of the College of Engineering.
He has served on numerous commodity promotion boards, including past chairman of the state Soybean Promotion Board. He has been active in Cotton Incorporated and served on the State Support Committee for Cotton Research.

Joyce Elliott |
While in the House, Elliott served on the Judiciary; Aging, Youth and Families; and Education committees. She chaired the Education subcommittees on Higher Ed; State Agencies; and Budget. During her final term, she chaired the Education Committee and served on the Insurance and Commerce; Budget; and Personnel and Energy committees.
The Arkansas Democrat-Gazette named her as one of the Ten Best Legislators of the 2003 General Assembly and of the 2005 General Assembly. In May 2004, she was recognized by the Women and Children First: The Center Against Family Violence for her legislative and personal advocacy on behalf of families. In January 2007, Arkansas Advocates for Children and Families awarded her its 2006 Legislative Friend of Children Award. In November 2006, Governor-Elect Mike Beebe named her to his four-member Transition Team.
A native Arkansan, Elliott was born in Willisville. She has a bachelor’s degree in English and speech from Southern Arkansas University (SAU) in Magnolia and a graduate degree in English from Ouachita Baptist University.
In June 2004, after 31 years of teaching juniors and seniors in regular and advanced placement (AP) classes in Arkansas, Texas, Florida and Minnesota, she left the classroom to become director of legislative and state outreach for the southwest region of the College Board.
Rural Life Conference attendees can select from 10 concurrent workshops, eight of which will be repeated. The conference also features 10 posters and 27 exhibits.
Preregistration is requested of everyone even though the conference is free to farmers, family managers and retirees. The cost to professionals and agency personnel is $75 after Jan. 31; $50 beforehand.
