Learning Objectives
Knowledge of the Organization
Understanding the land-grant system and the organizational structure,
vision, mission, and history of the Cooperative Extension Service:
1. Can explain the legislation and significant historical events
influencing the evolution of the land-grant university and the
University of Arkansas Division of Agriculture Cooperative Extension
Service.
2. Understands and can explain the relationship of the
Cooperative Extension Service to the Research System: the land-grant
university, CSREES, and U.S.D.A.
3. Clearly articulates the mission and vision of the Cooperative
Extension Service.
4. Understands and can explain the organizational and programming
structure of the Cooperative Extension Service.
Effectively builds and nurtures relationships with government, agency,
and organizational partners:
1. Can identify key leaders by name and position.
2. Builds support for the Cooperative Extension Service through
direct contact with key leaders.
3. Establishes networks to facilitate effective communication
with key leaders.
4. Effectively communicates the vision, mission, goals and
objectives of the Cooperative Extension Service to key leaders.
Effectively communicates the funding process to all partners, clients,
and employees:
1. Clearly articulates the cooperative relationship of the three
funding partners—federal, state, and county—and can explain the
funding responsibility of each partner.
2. Can explain short- and long-term funding goals to key leaders,
clients, and employees.
3. Enlists key leaders and advisory council/committee members,
decision makers, and other supporters to carry the message regarding
funding needs.
Utilizes knowledge of the organization to effect change within the
Cooperative Extension Service:
1. Continuously looks for new and better ways to work.
2. Promotes and encourages critical and creative thinking.

clientele to promote the Arkansas Cooperative Extension Service to
the general public and key leaders.

and markets the Extension internally and externally.

Programming

articles, and success stories.
4. Articulates program results to administrators, stakeholders,
and key leaders.
Demonstrates the ability to deliver educational programs using innovative
methods and techniques:
1. Develops comprehensive programs based on assessed needs,
demographic trends, and emerging research.
2. Develops programs that are exemplary and that are replicated

Understands the County Extension Council (CEC) and State Advisory
Committee processes and works effectively with councils and committees:
1. Clearly articulates how Extension advisory councils and
committees work cooperatively with the Extension program.
2. Works effectively with Extension advisory councils,
committees, and subcommittees to plan, prioritize, implement, and
evaluate educational programs.
3. Utilizes members of Extension advisory councils and committees
as a marketing team for County Extension programs.
Resource Development
Cultivates effective relationships with clientele, decision makers,
public policy makers, and the media:
1. Establishes a network of key leaders, clientele, partners,
decision makers, and media contacts to support funding for Extension
programs.
2. Works with partners to identify and secure support and
resources for Extension programs.
3. Uses an informal network to get things done.
Manages and maximizes finances and resources successfully to achieve
goals:
1. Identifies resources with goals and interests compatible with
CES issues.
2. Raises and secures funds from external sources.
3. Develops a budget appropriate for unit or specific program.
4. Monitors and adjust resources or budgets to accomplish
programs.
Develops and manages collaborative relationships:
1. Builds relationships with key organizations, agencies, and
partners to support Extension programs.
2. Facilitates cooperation among partners in support of
educational programs benefiting all participating partners.
