County Impact Statements - Phillips County
Broadening the Mind - School Enrichment Makes a Difference

The number of 4-H community clubs in Phillips County have made a sharp decline over the years from 9 community clubs in 1996 to 1 community club in 2001. That’s a 11 percent drop in community clubs county wide.

The Phillips County 4-H program has had to compete with many other outreach programs within the county.

Youth have many more choices of programs that are available to them. In addition to this factor is the pool of 4-H volunteer leaders that are needed to implement the County 4-H program from a community club stand point. The numbers have fallen from 72 4-H volunteer leaders in 1996 to 1 4-H volunteer in 2001. Most of the families are single parent families with the one parent being the sole means of providing for children through work which does not free the parent up to work with youth.

In an effort to reach youth through the Phillips County 4-H programs, efforts were made, through the guidance of the county 4-H Expansion and Review Committee, to focus attention on doing more school enrichment programs in order to reach youth.

Work with the 21 century program which received grants to conduct after school tutoring programs for youth was done to plan weekly after school session with youth concerning basic life skills. Basic life skills include: decision-making, keeping records, critical thinking, learning to learn, character, self esteem, teamwork, self discipline, nuturing relationships, sharing, empathy, concern for others, accepting differences, conflict resolution, social skills, cooperation, communication, etc.

10 school enrichment programs on Chemical Safety, Spring Garden and Soil Fertility, Respecting Differences, and Empower and Trust were conducted reaching a total of 234 youth.
